It's called "Delaminate Now!." ¶ It's based on David Isenberg's Making Network Neutrality Sustainable, which argues that the only way to get an enforceable Network Neutrality policy is to restructure the industry itself. I also highly recommend Susan Crawford's Moving Slowly in the Fast Lane.
